ALL Hadlo Technologies Customers,

With 2021 coming and the new FCC regulations including stir/shaken, Hadlo Technologies must take steps to keep our terminations in compliance with all of the interconnected carrier agreements (ICA) in our routing decks. We are also implementing discounts based upon quality of the terminating traffic. We have decided to start with a multi-deck approach in 2021 since the higher the quality the lower the cost of equipment and ports used on the Hadlo Technologies side, and the larger quantity of Carriers available in the Least Cost Routing tables, allowing us to provide a discount. The new decks will be based on the overall quality of the previous month. These new Decks will be released by December 7th and placed into effect on December 15th prior to the Holiday Shutdown. Please wait for the official notice as distributed by the Switch.

For those of you who are requesting that we make an ATTESTATION passing your traffic thru Hadlo Technologies, below is from the Federal Communications Commission FCC 20-136 - "SECOND REPORT AND ORDER" - WC Docket No. 17-97, as it relates to Attestation. Hadlo Technologies, LLC is an authorized Service Provider and we do currently have our Certificate to pass traffic with an Attestation.

"In the STIR/SHAKEN framework, the provider adding the Identity header to the SIP INVITE can use three different levels of attestation to signify what it knows about the identity of the calling party. The highest level of attestation is called full or A-level attestation. A provider assigns an A-level attestation when it is the entry point of the call onto the IP network, it can confirm the identity of the subscriber making the call, and the subscriber is using its associated telephone number. The method or process a provider uses to determine the legitimacy of the caller’s use of a telephone number is specific to each provider. As a result, a provider’s reputation is tied to the rigor of its evaluation process. The middle level of attestation is called partial or B-level attestation. A provider uses a B-level attestation to indicate that it is the entry point of the call onto the IP network and can confirm the identity of the subscriber but not the telephone number. The lowest level of attestation is called gateway or C-level attestation. A provider uses a C-level attestation when it is the point of entry to the IP network for a call that originated elsewhere but has no relationship with the initiator of a call, such as when a provider is acting as an international gateway. A downstream provider can make use of a C-level attestation to trace a call back to an interconnecting service provider or the call’s entry point into the IP network. The STIR/SHAKEN standards envision these various attestation levels as information that can facilitate traceback and to enhance the spam identification solutions that terminating voice service providers enable for their customers."

We always strive to be open and honest about our rate decks. What we can terminate and what we cannot. Lately as many Carriers are shutting down some of the dialer routes, we have seen an increase in dialer traffic being mixed in with our conversational routes. We try to let as much go as possible, but with the cost of equipment/ports on the switch and limited Carriers, we are finding that we have to address quality of what is sent to Hadlo in a few different ways. In keeping with our MSA we have decided to work with customers to offer extended quality rates, in a multi-tiered approach.

The primary results we will look at are below. While we do Track 487s, and 404s, these are used with other tools to identify dialer traffic which MUST be on different trunks isolated from conversational traffic.
