Why we ask

FCC rules require voice providers to know who they accept traffic from, and the 2026 KYC and KYUP proposals raise that bar further. We built our onboarding to meet them now. Read why we built for it early.

Requirements

Hadlo can only do business with providers that meet all of these:

  • An FRN that is at least two years old. We read the registration date from the FCC.
  • An RMD filing recertified for the current year (the annual deadline is March 1).
  • STIR/SHAKEN implemented, with an active certificate from an approved STI-CA whose SPC matches your OCN.

Have these ready

  • FCC Registration Number (FRN)
  • Robocall Mitigation Database (RMD) number
  • Operating Company Number (OCN)
  • FCC Form 499 Filer ID
  • STIR/SHAKEN certificate URL (the x5u URL in your Identity header)

1. Short pre-qualification

A few key questions, about five minutes. We verify them against FCC and STI-PA records right away.

2. Review and invitation

If everything checks out, our compliance team invites you to the full KYC/KYUP questionnaire.

3. Full form and signature

Complete it online (it saves as you go), upload documents, and an officer signs electronically through Dropbox Sign.
